This achieves a scale crackle finish, the colors are a little limited though.

You could try using a stipple technique on tacky to almost dry paint with a short-bristled paint brush or you could try painting the desired color over some of the in-scale texture finish upholstery paints that are available- I would practice either on some scrap first.

It is kind of hard to see in this picture but ...

I taped off everything but the valve covers then sprayed a couple of light coats of Testors grey fabric / carpet paint.  It's supposed to make a flat surface look carpeted.  Then I hit it with flat red.  Simple, inexpensive and worked nice.

laquer over enamel, i know its a no-no but when i didnt know any better (many moons ago) it produced a similar effect, just an idea if nothing else works.

Make It Suede paint sprayed from a distance, left to dry, then painted the proper color has worked nicely in my experiments (it takes experimenting to find the right distance and amount of spray to apply).

I also thought of using very fine sand which would adhere to the part, but I haven't found the proper grit yet. Might be worth a try.
