should you gloss clear coat  before  or  after  putting on decals?

It's largely a matter of personal preferrence. Clearing after the decals are applied seals them and protects well, and can deminish the raised edge of the decal. However, there is nothing wrong with applying decals on top of clear, if that makes things easier.

Personally, if I am using a clear coat, I will coat over decals that are intended represent part of the paint work, or represent painted on graphics. If the decal is to represent a vinyl sticker, such as a contingency sticker or a musclecar tape stripe, I apply it on top of the clear.

Some model builders like to apply a clear coat over decals to protect them, but I don't. What do you need to protect the decals from? Are you storing/displaying them outside on your deck rails? I'm lucky enough to have a curio cabinet where I put and display my finished models. I also don't clear coat over BMF either. My first BMF job was in the early 80's and it still looks great today.
