Can the debris be sanded out and with what grit?

Yes, I do it on every car.  I start with 1500-2000 grit sandpaper then go to a 4000 polishing pad.  The polishing pads are the 6" pads used  in full scale auto body repair.  After I use Splash Paints or Gravity Colors polish. BTW I use the paper and pads wet.

Absolutely!

Unless the debris is not colorless and too deep to sand out.

I "wet sand" and polish every build using Micro-Mesh pads, grits 3600-12000, followed by polishng with Novus polishes.
