White "primer" on recessed surfaces of photo etch

I a bit new at photo etch.  What is the white "primer-like" paint on these pieces of photo etch.  Is it there for painting?

G'day dlh.  Not sure, mate, but I think you'll find this is an area which has been 'surface-etched' to make it a tiny bit recessed below the surface of the part.  If you paint the part, then lightly sand the surface, the paint will only remain in the recessed areas.

If I'm wrong, hopefully others will join in with the correct explanation.  Cheers
