For the washer tank on my Mopar models, I scuff the outside of the reservoir with 400 grit sandpaper. I paint the inside with flat white (gloss would work, too). I used a wash of "dirty thinner" on the outside to give the appearance of age and use. You could skip this step and apply flat clear to the outside instead if you are going for the "showroom fresh" look. Experiment on a scrap piece of clear styrene to get the exact effect you want.
