I am building the Revell 1950 Ford pickup, box has model picture in yellow,  # 85-7203, using the "stock" axle assemblies.  The directions regarding the wheels are not clear on this - Can this be built so that the wheels turn?

Yes, those wheels will turn.  In my model club, turning wheels means that the chance of your model rolling off the shelf and hitting the floor is greater than you think!  And, I have seen that happen once.  Just so you know, the wheel backs have a hole in them and they are pressed over the axle stub which allows them to turn.  Gluing them is optional and I highly recommend that.
