It is possible to have "moderated" forums. A moderated forum can be setup to not display posts (topics, replies or both) until they have been approved/reviewed by a moderator. When a forum has been setup, with the option to moderate posts, then posts which have yet to be reviewed will be visible to only the moderator(s) and the original author and the unmoderated topic icon will be displayed next to it. Posts which have been reviewed, but have not been approved for some reason or another, will be visible to only the moderator(s) and the original author and the held topic icon will be displayed.

The Scale Auto Announcements forum is setup as a moderated forum. All topics (not replies to topics) are moderated.

I hope that explains what they are. As always, if you have any questions, don't hesitate to ask.
